Council Direction Council approved the following motions: Long-Term Direction:THAT Council approve Option LT-1 as the preferred long-term direction for the Dean Lake Bridge;AND THAT staff be directed to proceed with the necessary planning, regulatory consultation, and implementation strategy, and to incorporate the associated costs and timelines into the Municipality’s capital forecast. Short-Term Measure:THAT Council approve Option ST-1 as the preferred short-term measure for the Dean Lake Road culvert, consistent with Council’s selected long-term option;AND THAT staff be directed to proceed with the required engineering, permitting, and budget amendments accordingly. Background Council’s decision follows extensive engineering analysis, financial review, and public consultation. A Public Information Session was held on October 22, 2025, and included a summary of options and inspection findings. (These can be found below). The selected option eliminates long-term liability and redirects infrastructure investment toward the Chevis Road. While the legal opinion is subject to solicitor-client privilege and cannot be publicly released, Council has directed staff to notify the Ministry of Transportation, Ministry of Natural Resources, and Transport Canada of the Municipality’s legal position and to formally request confirmation of their respective jurisdictional responsibilities related to the structure. In addition, the Municipality has secured a delegation with the Ministry of Infrastructure at the 2025 AMO Conference to discuss the culvert jurisdiction and the impacts on the community. Preliminary cost estimates to repair the failed culvert range between $600,000 and $1 million, depending on the final scope of work. To ensure the community has an opportunity to share input on the future of the Dean Lake Bridge, a Public Engagement Session will be held on: Wednesday, October 22, 2025 at 7:00 p.m. at the Huron Shores Recreation Centre located at 1 Chiblow Lake Road. All residents are encouraged to attend and provide feedback as Council considers next steps. Council remains committed to a transparent and informed process, and further updates will be provided as more information becomes available. As of April 24, 2025, a culvert failure on Dean Lake Road has resulted in the closure of the Dean Lake Bridge, limiting direct access to the Dean Lake area. While alternate access remains available, the closure continues to affect travel times and logistics for local residents. In the months following the closure, the Municipality received a detailed feasibility report regarding the condition and future of the Dean Lake Bridge. Council formally received this report at its August 13, 2025 meeting (meeting recordings available here) and has scheduled a public engagement session to share the findings and collect feedback from the community. Dean Lake Road Bridge: Rehabilitation/Replacement Feasibility, August 1, 2025 Dean Lake Bridge Steel Coupon and Concrete Core Testing Results For Rehabilitation Planning, April 19, 2024 Background and Prior Updates The Dean Lake Bridge is part of the Municipality’s infrastructure maintenance program. All bridges are inspected bi-annually by engineers following the Ontario Structure Inspection Manual (OSIM) process. The most recent public information session regarding the bridge was held in June 2023, where condition reports and planned maintenance were presented. Waste Management Update The Municipality of Huron Shores has contracted AECOM to carry out a Long-Term Waste Management Plan. As part of this process, a three-month pilot program began on May 1, 2024, during which the Ward 2 Landfill Site (473 Cullis Road) transitioned from a landfill to a transfer station. During the pilot, the site accepted only bagged household garbage and recycling, with other materials such as construction debris and yard waste redirected to other locations. We thank the community for its cooperation and participation throughout the pilot, which was critical in informing future waste management decisions. Following final consultations with the required regulatory bodies, the Municipality is now moving forward with its revised waste management model. Under the updated system, Huron Shores will operate: Three transfer stations for the disposal of household garbage in bins. One (rotating) active waste disposal site for household garbage and other materials, including brush, scrap metal, and similar items. This model is designed to support long-term sustainability and regulatory compliance. Further details will be shared as the new system is implemented. Official Plan Review The Official Plan is a policy document that guides land use, growth, and development in the Municipality in accordance with the Ontario Planning Act. It is developed in part with input from the community and helps ensure that future planning and development align with the specific needs and vision of Huron Shores. An Official Plan addresses key issues such as: Where new housing, businesses, and industry will be located What services and infrastructure will be needed (e.g., roads, water, parks, schools) When, and in what order, parts of the community will grow Council and public consultations to prepare the Draft Official Plan have been completed. The Municipality is now awaiting final approval from the Province before the new Official Plan can be adopted. We thank the community for its input and engagement throughout this important process.
